Exodus 40: Finally, all is coming together with the completion of the the Dwelling, the Tent of Meeting. In other words, "Moses was done with finishing the work that God had commanded him. He did it all. Therefore, God's presence and protection over the people were with them. E.g. the Cloud of God was over The Dwelling during the day and the fire was in it at night, visible to all the Israelites in all their travels.
Leviticus 1: God command: "When anyone presents an offering to God, present an animal from either the herd or the flock." It should be a Whole-Burnt-Offering, a Fire-Gift, a pleasing fragrance to God whether if it's a sheep, goat or bird. Aaron’s sons, the priests, will be the people carrying out this offering to God.
