In general, I believe that Paul recommends people not to get married but to dedicate theirs live to Christ, unless temptation to immorality is too strong. In that case Paul recommends people to get married. In the case of young widows, Paul actually does recommend them to get married because of their tendency to become prey to sensual desires that overcome their dedication to Christ.
