Hosea 11: Although Israel and Judah are being addicted to cheap gods, God does not give up on them. God is like a lion who will roar and make sure His people will return. In the end, God is sure that people will end up following Him leaving things of the past behind them.
Hosea 12: "Your real identity is formed through God-sent prophets, who led you out of Egypt and served as faithful pastors." So instead of being someone who is "obsessed with god-fantasies, chasing ghosts and phantoms" our true identity lies in the Lord and we have to rediscover it in our daily quest and walk with the Lord.
