Hosea 7: This chapter specifically talks about Ephraim. Despite all the signs and open doors to come back to the Lord, the people continue to ignore the Lord and keep on sinning.
Hosea 8: "Predictably, Israel cries out, ‘My God! We know you!’ But they don’t act like it." Instead they rely on their own judgments to make decisions. On top, Ephraim builds altars and then uses them for sinning. E.g. They offer sacrifices to God and then they feast on the meat, which certainly does not please the Lord.
