Exodus 17: Continuous complaints and grumbling...that's the nature of human beings. And in the case of Israel, we see that the people have not a single drop of appreciation for God for delivering them out of Egypt where they had been slaves. Despite, God helps them selecting good leaders among the people and helping them win in wars. E.g. Joshua defeated Amalek and its army in battle.

Exodus 18: Jethro, priest of Midian and father-in-law to Moses, seems to be a very competent, wise and knowledgeable man who stands besides to Moses and gives good advice. Indeed, Moses listened to the counsel of his father-in-law and did everything he said. Moses picked competent men from all Israel and set them as leaders over the people who were organized by the thousand, by the hundred, by fifty, and by ten. They took over the everyday work of judging among the people. They brought the hard cases to Moses, but in the routine cases they were the judges.
