Nahum 2: indeed Israel has been to Hell and back. It's been a roller coaster ride for them. God used Assyria to go to war with Israel but He now announces to them that "they are out of war work forever.”
Nahum 3: Here, Nineveh is being described as a whore city! God gave the people living there multiple chances to return to Him, but it seems as they are "Past the Point of No Return." Leaders (e.g. King of Assyria) are being criticized for not doing job. Instead of being good shepherds to the people, their people get lost and scattered.
