Exodus 19: Moses seems to be the only person whom God called up to the peak of Mount Sinae and he obeyed and climbed up. As much as God loves the people, He wants them to respect Him and be observant of His laws. Moreover, not everyone is given the special permission to climb up Mount Sinae, but only Moses.
Exodus 20: Moses spoke to the people: “Don’t be afraid. God has come to test you and instill a deep and reverent awe within you so that you won’t sin.” Indeed, it's not because God wants to punish His people. Rather, He wants to instill a deep and reverent awe within them so that they won't sin. God is a jealous God and He warns His people not to make any gods and also gives them rules to make sacrificial offerings.
